POSITION PURPOSE

The Director of Finance and Accounting manages all fiscal and accounting operations, ensuring appropriate

processes and controls are in place and followed to deliver accurate and timely financial reporting and strategic

guidance. They are responsible for establishing strategies that promote the agency’s long-term financial health,

stability, and returns, oversee accounting operations, produce accurate financial reports, and improve or change

current practices to increase efficiency. This position maintains the agency’s accounting systems, and manages a

multitude of activities under tight deadlines, including general ledger preparation, accounts payable, financial

reporting, and banking. A member of Travel Oregon’s management team, this role is responsible for developing

and managing team staff, priorities, workload and workflow

·      Salary Range: $111,750 to $156,450 (Full-time, Exempt) 

ESSENTIAL FUNCTIONS/MAJOR DUTIES

People and Operations Management – 50%

• Manage and foster a high-performance team by setting and communicating expectations, providing

onboarding and training, prioritizing and aligning work across team members, evaluating performance,

providing feedback and coaching, and supporting individualized career and professional development to

sustain a high-performing team.

• Foster a culture of belonging by understanding the varying needs across a diverse team and leading with

empathy and cultural awareness.

• Build accountability, engagement, and alignment across the team through transparent and tailored

communication, involvement of team members in addressing challenges, assignment of work that leverages

the strengths of team members, and meaningful recognition.

• Recommend and make employment decisions in partnership with human resources, including those around

recruitment and hiring, staffing levels, promotion, performance evaluation, and discipline to ensure the

team effectively supports Travel Oregon’s mission, vision, values, and priorities.

• Model Travel Oregon’s community agreements when communicating and collaborating with the workforce,

stakeholders, partners, contractors, and the public.

• Own and understand key processes (e.g., compensation model and results, contracting and procurement,

budgeting) to facilitate organizational alignment and implement operating best practices.

• Perform all responsibilities in alignment with Travel Oregon’s stewardship lenses, community agreements,

and commitment to fostering diversity, equity, and inclusion.

Accounting and Financial Administration – 25%

• Oversees financial functions within Travel Oregon including accounts payable, accounts receivable, payroll,

budgeting, fixed assets, and grant and project accounting; assures compliance with state, federal and local

policies, procedures, rules and regulations.

• Oversees agency banking and other cash-related functions, including disbursements, investments and cash

flow, and manages banking and investment relationship.

• Works with departments to prepare the annual and biennial budgets and is responsible for its

administration after adoption.

• Oversees budgetary execution and control and recommends or approves budgetary adjustments in keeping

with the agency’s strategic direction.

• Advises the Executive Team of the financial condition and future needs of the agency and develops financial

plans necessary to forecast, estimate and monitor the financial condition of the agency to assure ongoing

progress towards identified priorities.

• Prepare, analyze and present monthly, quarterly, annual and ad hoc financial reporting for agency staff, Exec

Team and Commission.

Compliance and Reporting – 25%

• Manages Travel Oregon’s financial systems and reporting, including maintaining accounting systems,

establishing and maintaining internal financial controls, preparing and directing required financial reports,

and conducting internal audits according to established laws, regulations, policies, and procedures.

• Establish and maintain internal control procedures and provide financial policy guidance for the

development and review of budget requests and program proposals, ensuring compliance with GAAP, GASB

and statutory requirements.

• Provide comprehensive data analysis, reporting, forecasting and other actionable insights to inform

leadership decisions. Communicate agency’s fiscal soundness and comply with statutes.

• Review the variety of agency contracts, grant announcements/agreements/guidelines for accounting and

other financial impacts, including budgeting, tax reporting and financial reporting, as needed.

• Prepare key documents and oversee CPA firm for biennial financial reviews and ensure timely and accurate

completion of annual financial management reports for the State and others, as required including

Comprehensive Annual Financial Report and Legislative Fiscal Office (LFO) reports. Manages relationships

with State and external auditors and LFO analysts.

JOB SCOPE

Work performed by this position is carried out with little direction given. It involves recurring situations with

occasional variations from the norm yet is highly complex. Complexity is derived from a need to arrive at

decisions based on a variety of factors including policy, state and federal law, and GAAP and GASB guidelines

as well as working under deadlines, which requires planning and timely execution.

The incumbent develops policies and objectives which govern the typical work and decisions are made within

the scope of applicable laws and regulations. The incumbent provides budget compilation and review for all

executives at the departmental level, informally makes recommendations concerning long-range operational

planning (agency and departmental) and is partially accountable for long-range strategic planning (agency

and departmental). Mistakes and errors in work may result in legal and/or financial penalties, losses or other

repercussions, and may also have a negative impact on the perception of or confidence in Travel Oregon by

key stakeholders, including state governments.

Multiple records are maintained by this role, many of which are confidential, including all accounting

records (A/P, A/R, W-9), financial records (commission reporting, State Comprehensive Annual Financial

Report, LFO, State A/R), and all payroll records (including tax reporting).

SUPERVISORY RESPONSIBILITY

Supervise direct reports, including individual contributors across varying roles and job levels.

INTERPERSONAL CONTACTS

Contact normally occurs with others both inside and outside of the organization; a slight majority of

communication is internal, however. Internal contacts most frequently include other departments or

locations.

A majority of contact with others occurs via email, some occurs via virtual settings and face-to-face, and seldom,

communication occurs by phone. Confidential/sensitive matters are frequently discussed, necessitating

discretion at all times.

EDUCATION, EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES

Qualifications

• A bachelor’s degree in business, accounting, finance, or other relevant field OR any combination of

education/coursework/training and work experience necessary to meet position requirements.

• Five (5) years of progressively responsible leadership positions in financial or budget management or related

field that includes responsibility for evaluating data to inform business strategy and managing an

organizational budget planning and implementation process.

• A minimum of two (2) years of experience directly managing staff or indirectly leading project teams,

including supporting staff to learn and grow and to develop dynamic work plans that contribute to

departmental and agency objectives.

JOB EFFORT AND CONDITIONS

This position is designated as hybrid. The majority of essential functions are performed at an alternate

workplace, as well as the central or temporary workplace. Business needs may require the employee to come

into a designated workplace on a periodic basis.

While performing the duties of this job, the employee is regularly required to maintain a stationary position for

long periods of time (sitting or standing); communicate with employees, partners, and stakeholders; and use

electronic devices to communicate, develop work products, and carry out responsibilities. When working at the

physical office, the employee is required to move inside the office to attend meetings, access items, and use

equipment, and occasionally move or transport items up to 15 pounds.

Work outside of normal business hours, including evening and/or weekend meetings and long hours during peak

periods, is expected.

Occasional travel, including overnight travel, less than 20% of time, is required for this position. Travel working

conditions vary based on business reasons, but typically include long periods of maintaining stationary positions

(sitting or standing) and attending meetings and social situations. While traveling, the employee is required to

move inside buildings, offices, and a variety of establishments to conduct business travel and meetings and

move or transport items up to 15 pounds. Rarely, the employee is required to move or transport items up to 50

pounds.
