The Contracting and Procurement Manager drives the organization’s procurement strategy, vendor management, and regulatory compliance. This position focuses on policy development, vendor onboarding, contract negotiations, and performance assessments, ensuring cost-effective and quality service. Salary range: $87,150- $122,050 This position is Exempt and ineligible for overtime.

ESSENTIAL FUNCTIONS / MAJOR DUTIES

  • Procurement Program Development & Strategy: Develop and coordinate procurement and contracting strategies in collaboration with the Department of Justice to establish policies, procedures, and contract templates that streamline workflows and ensure compliance. Implement vendor planning, purchasing, and risk management best practices, aligning vendor management strategies with organizational goals to drive cost efficiencies and innovation through partnerships.
  • Vendor Selection, Onboarding, and Performance Management: Lead vendor selection, onboarding, and relationship management, ensuring alignment with legal, regulatory, and organizational standards. Evaluate vendor capabilities, conduct performance reviews, including Quarterly Business Reviews (QBRs), and track key performance indicators (KPIs) to ensure accountability and adherence to contractual obligations. Serve as the primary contact for vendors, fostering productive relationships and identifying opportunities for growth and cost savings.
  • Contract Management and Negotiation: Lead contract negotiations to secure favorable terms and conditions, focusing on cost-effectiveness and quality. Draft, review, and manage contracts to ensure compliance with state regulations and organizational standards, identifying and addressing any contractual risks or liabilities. Develop procurement forecasting, manage Requests for Proposals (RFPs), Requests for Qualifications (RFQs) documents, and Requests for Information (RFIs), and provide agency-wide support on purchasing and contracting processes.
  • Reporting and Compliance: Generate and present reports on vendor performance, contractual compliance, and procurement activities for key stakeholders, using data insights to support decision-making and continuous improvement. Monitor procurement procedure adherence, assess risks, conduct audits, and implement strategies for compliance and efficiency through automation, reporting, and approval workflows.

MINIMUM QUALIFICATIONS

  • A bachelor’s degree in business, operations, administration, or other relevant field OR any combination of education/coursework/training and work experience necessary to meet position requirements. 
  • Minimum 3 years of experience applying contracting and procurement principles and best practices in a business setting, including developing and administering contracts and agreements, managing solicitation processes, and developing and implementing contracting and procurement policies and procedures.   
  • Ability to effectively communicate and present technical information to diverse internal and external audiences, manage difficult vendor discussions, uncover partnership opportunities and develop proactive solutions. 
  • High level of proficiency in using desktop tools for communications and analysis including Microsoft SharePoint, PowerPoint, Word, Excel, and Visio. 

PREFERRED QUALIFICATIONS

  • Master’s degree in business, Public Administration, or a related field.
  • Professional certification in procurement or contract management (e.g., CPP, CPPO, CPM).
  • Familiarity with Oregon Public Contracting Code (ORS Chapters 279A, 279B, and 279C) and experience in public sector or government contracting.
  • Experience with strategic change implementation and process improvement initiatives, with strong analytical and problem-solving skills for data-driven decision-making.
  • Proficiency with CRMs such as Ariba, Service Now, SAP, COUPA, Link Squares.

WORKING CONDITIONS

  • May be required to travel to attend meetings and events off-site.
